Mr. James B. Kelly serves as the Deputy Associate Chief Counsel (Controversy & Litigation) (INTL), one of three principal advisors to the Associate Chief Counsel (INTL). He is responsible for the leadership and oversight of staff engaged in providing legal guidance and assistance in controversy and litigation matters dealing with international tax issues.
Prior to joining the Office of Chief Counsel, James served as Partner with Mayer Brown LLP following a promotion in 2022. In that role, James managed legal teams in all aspects of tax controversy, including on audit, at the IRS Office of Appeals, and in litigation. From 2012 to 2021, James served as an Associate with Mayer Brown LLP.
James earned his J.D., magna cum laude, Order of the Coif, from the University of Michigan Law School, Ann Arbor, MI; and his B.S. in Neural Science from New York University.
