John E. Putnam, a partner in Kaplan Kirsch LLP, is a seasoned transportation, environmental, and energy attorney with senior federal and state leadership experience. He served as Senate-confirmed general counsel of the United States Department of Transportation, after serving as deputy general counsel, overseeing a legal team of nearly 500 attorneys, and advising on complex legal and policy issues across all transportation modes. His work included implementation of the Infrastructure Investment and Jobs Act, rulemaking, grant and loan programs, permitting, enforcement, environmental review, civil rights, consumer protection, accessibility, and transportation safety.

Most recently, John served as senior advisor at the Colorado Department of Transportation from 2023 – 2025, advising the Executive Director and Governor on rail and transit matters. He was the Governor’s chief negotiator for renewal of the 99-year Moffat Tunnel lease under the Continental Divide, securing a modernized lease and passenger rail access. He also helped advance Colorado rail funding, safety, and freight preservation initiatives, including efforts to support communities affected by coal plant and mine shutdowns.

John previously served as director of environmental programs at the Colorado Department of Public Health and Environment, overseeing air quality, water resources, waste management, environmental health, and sustainability programs. Before his public service, he advised state department of transportation, local governments, transportation agencies, airport proprietors, and private entities nationwide from Denver and Washington, D.C.

John’s board and committee service includes the Front Range Passenger Rail District Board, Colorado Rail Safety Industry Advisory Committee, Regional Air Quality Council, Boulder Planning Board, Transportation Research Board, National Academies, and Airports Council International – North America.
