Christopher (Chris) Van Nostrand (invited) is deputy chief counsel for the Federal Railroad Administration (FRA), where he helps lead the Office of the Chief Counsel, comprising approximately 50fifty career attorneys and support professionals.
Chris joined FRA in 2009, initially advising on projects in the Southwest and Pacific Northwest and matters involving the agency’s environmental portfolio. In 2019, he became deputy assistant chief counsel of the Program Legal Services Branch, leading attorneys who advised on FRA’s environmental and financial assistance programs. He later served as assistant chief counsel for the Development Law Office, where his work focused on FRA’s implementation of the Bipartisan Infrastructure Law.
Chris earned his JD and an LLM in environmental law and policy from Vermont Law School. He received a BS in environmental studies from the University of Vermont.
