Substantial IRA guidance is expected prior to the end of the Biden Administration.  This panel will discuss the key provisions of that guidance, including the carbon intensity requirements for the new technology neutral credits.  The panel also will address the impact of guidance on the market, discuss key issues for developers, tax credit transferors and transferees and other industry participants, and provide a look ahead to the new Administration.
