Shirley Chin is the Head of Tax Insurance at WTW, one of the largest and most experienced global insurance brokerages in the world, with roots dating back to 1828. She is a tax attorney with more than 25 years of legal experience in the private, public, government and non-profit sectors. Her in-house experience includes nine years as an energy tax lawyer, first as the Vice President of Tax at Sunrun, a publicly traded solar and storage developer, where she advised its C-Suite executives on the company's tax strategies, including tax controversy, tax policy, project finance, and tax operations. Specifically, she successfully led Sunrun’s federal, state and local tax controversy effort and was instrumental in identifying and working with internal and external stakeholders to secure the passages of state and local laws favorable to the renewable sector, including SB 1340 (2022)(extending the solar exclusion in California), SB-267 (2021)(clarifying that a partnership flip does not trigger a loss of the solar exclusion in California), SB 63 (2021)(amending Section 11.27 of the Texas Property Tax Code to secure the solar exemption for third-party owned systems), H.B. 2493 (2019)(amending Arizona Revised Statutes Section 42-11054 and adding Section 42-13056, foreclosing local property tax assessment on third-party owned solar panels), SB 6106 (2021)(confirming the availability of the residential solar exemption to businesses and foreclosing local property tax assessment in Connecticut), and H3354 (2021)(adding a solar property tax exemption in South Carolina). She worked strategically with its project finance team relating to the company’s tax equity financing transactions, and with its tax accounting team relating to its strategic tax planning (including the protection of the solar exclusion in California pursuant to Sunrun’s acquisition of Vivint in 2020). Most recently, Shirley served as the General Counsel at Evergrow, a tax credit transfer platform, where she brokered and executed credit transfer transactions and established the due diligence policy and framework to facilitate the transfer process.
Before joining Sunrun, Shirley spent 10 years at the IRS Office of Chief Counsel (Large Business & International), auditing, litigating, and advising on corporate, partnership, international and tax credit issues. She was appointed to litigate alongside the Department of Justice (Tax Division) as a Special Assistant U.S. Attorney and earned the Lucite award twice during her decade at the IRS, for successfully litigating cases with significant tax impact. She started her legal career at Davis Polk & Wardwell (NY & HK), where she rotated through its corporate practice groups (M&A, securities, and banking), before focusing on tax law at Adler & Colvin, advising tax exempt organizations. She holds a J.D. from the University of California, Berkeley School of Law, an M.P.A. from Harvard University, John F. Kennedy School of Government, a B.A. (magna cum laude) in Economics/Business and Political Science from UCLA, and an International Politics certificate from Peking University. She is a member of the New York and California State Bars. Prior to law school, Shirley earned her CPA as a tax accountant at PwC.
Shirley has appeared before the U.S. Senate Finance Committee, Joint Committee on Taxation, the U.S. Treasury, and the IRS, presenting technical tax issues and comment letters to proposed regulations and guidance. She has appeared on many industry panels relating to tax and the renewable industry. She is currently serving on the Board of the Bay Area Chapter of WRISE (Women of Renewable Industries and Sustainable Energy).
