Deborah (Deb) A. Donohue has been at the Maryland Office of the Attorney General (OAG) since 1989, in a variety of positions (asbestos litigation, transportation, children’s services, public health) and currently serves as principal counsel to the Maryland State Employees Supplemental Retirement Plans, focusing on procurement, defined contribution/deferred compensation employee benefits, financial transactions, investments, and training. Deb has assisted OAG’s Professional and Organizational Development office with the summer law clerk/intern program, the new-attorney volunteer associate program, and training. She has conducted trainings for her clients, colleagues, and others in topics such as stress management, negotiation, strategic planning, management skills, ethics and civility, trial practice, administrative practice, federal and state confidentiality requirements, antitrust immunity, the Maryland Open Meetings Act/Public Information Act, Robert’s Rules of Order, sexual harassment prevention, fiduciary obligations, and state legislative and procurement procedures.

In 2016, Deb became a faculty member of the National Association of Attorneys General Training and Research Institute and participated in twenty-four trial skills trainings for attorney general offices in eighteen states. She also participated in nine paralegal skills, core leadership competencies, and management processes/practices trainings for attorney general offices in eight states. She has also presented for the District of Columbia Bar and the Maryland State Bar Association.

Deb received her BA from the College of Notre Dame of Maryland (now, Notre Dame of Maryland University), her JD from the University of Maryland School of Law, and her MPA from the University of Baltimore.
