David Bergman is an Attorney-Advisor in the United States Treasury Department Office of Tax Policy specializing in tax procedure and administration matters. David previously worked in the IRS Office of Associate Chief Counsel (Procedure & Administration), where he was Senior Counsel from 2015 - 2024. Before that, he served as an Attorney-Adviser for Tax Court Judge Michael B. Thornton. David earned his B.A. in Communications with a minor in History, cum laude, from American University, his J.D. from the American University’s Washington College of Law in, and his LL.M. in Taxation, with Distinction, from Georgetown University Law Center.
